On behalf of Cofely GDF Suez, a sweep investigation was carried out in the technical areas of the buildings belonging to the Municipality of Milan, to list and map all asbestos-containing materials (ACM) and man-made vitreous fibres (MMVF). Our company carried out these investigations in over 300 buildings, such as schools, nursery schools, libraries, public swimming pools and offices.

The operations were organised according to the following programme:

  • VISUAL INVESTIGATION TO IDENTIFY POSSIBLE ASBESTOS-CONTAINING MATERIALS
  • SAMPLE TAKING
  • LABORATORY ANALYSES TO DETECT ASBESTOS AND MMVF
  • FINAL REPORT INCLUDING ASBESTOS AND MMVF MAPPING ON PLANS, PHOTOGRAPHIC DOCUMENTATIONS AND VERSAR INDEX

Possible asbestos-containing materials under investigation are part of a long list including:

  • Pipe insulators
  • Gaskets and flanges
  • Ropes
  • Panels
  • Plasters

Man-made vitreous

The man-made vitreous fibres discovered were classified, according to the "Guidelines for the remediation of man-made vitreous fibre-containing building elements" of the Region Lombardy, as:

  • NON CARCINOGENIC
  • CARCINOGENIC - TYPE 2
  • CARCINOGENIC - TYPE 3

The three above-mentioned cases require three different removal and disposal methods.

IIn the 1970s, the area used to belong to one of the "Riva" Group textile companies, and was later purchased by Polluce. The following environmental tests were carried out in this area:
  • Asbestos mapping and removal from the heating station and tunnels
  • Georadar investigation
  • Characterisation, in compliance with the Ministerial Decree 471/99
  • Groundwater monitoring campaign

Asbestos mapping

A detailed mapping was carried out to identify asbestos-containing elements all over the area, and in particular:

  • heating station and
  • its tunnels
  • in the external areas.
  • On the basis of the results, asbestos-removal interventions were carried out on all elements identified-

Georadar investigation

The Georadar investigation was realised to spot any underground element, such as pipes, tanks and other structures used for past industrial activities. The aim of this investigation was to identify anomalies in the subsoil and optimise direct analyses.

Characterisation plan

The Plan, drawn up according to the Ministerial Decree 471/99, provided for the realisation of the following investigations:
  • • Soil sampling drillings
  • • Groundwater sampling piezometers
  • • Analyses of soil and groundwater samplesa
  • • Direct excavation investigation for the search of underground objects
According to the results of the characterisation:
    • remediation of the fuel oil lifting and distribution system
    • decontamination of fuel oil-contaminated soil
        Amount of the contract: € 154,937

EDF chose TIA to remove the asbestos from 204 buildings of the former NATO base in the French territory.

There were various asbestos-containing materials, in particular:

  • Flock asbestos residues - 6,000 m2
  • Tiles and glue - 12,000 m2
  • Cement-asbestos roofing and walls - 10,000 m2
  • Cement-asbestos ducts and coatings - 10,000 m2
  • Friable asbestos expansion joints
  • Friable asbestos twists

These buildings were demolished in order to clear an area that is now part of one of the largest photovoltaic parks in the world: 143 megawatts of power to supply a town of 62,000 inhabitants.

It is worth noting that the reclamation of this area includes also a tourist aspect, thanks to the "Energy house" project and a military aircraft museum to keep alive the memory of the original use of this area.

The French State, which owns this area, will receive a rent from EDF Energies Nouvelles for 22 years. At the end of this period of time, if the agreement will not be renewed, the company will dismantle the installation and recycle the photovoltaic modules.

  • Materials to be removed are usually made of mineral wool with cement-asbestos or ceramic fibre finish; they are used in ducts, pipes and turbines, while the boiler body is made of single or multi-layered mineral wool.
  • The intervention for the machine room of group 3 was carried out in the tunnel where the wireways being treated were fitted. Fire partitions are encapsulated in elastomeric material or similar materials and they are made of a compact and dense asbestos-based mixture, they are one metre long and half a metre large. approx. 100 points were remedied.

Critical points

Since the tunnel is particularly narrow and cannot be confined, the intervention was carried out using the following method:

- on the ground floor of the machine room, where the hatch is, a double-chamber access confinement structure was built without installing any decontamination unit; where the big bag was packed; an aspirator was fitted to clean the suits. A suitable aspirator was placed within the tunnel to clean the waste produced.

Only hard rubber tools were used (hammer, chisel, brushes). As some cables were live, suitable voltage-resistant gloves were used.

Removal and remediation operations were carried out simultaneously. During the removal phase, an air extractor was constantly working to prevent powders from being released into the atmosphere; its suction vent was located near the area being treated.

ENEMALTA

Remediation of a decommissioned power plant of the main Maltese energy company, Enemalta.

TIA had already been entrusted with the asbestos removal operations from the power generation system and other areas of the Kordin power plant. The customer's final aim was to turn the plant and its installations into a museum; for this reason, all operations were carefully carried out to avoid damages.

Kordin underground power plant is described as "one of the most interesting industrial archaeology sites of the island of Malta" by the Dean of the Faculty of Engineering of Malta, Professor Robert Ghirlando. The power plant is composed of a tunnel network containing the power generation system and its switchboards. It was built before the Second World War and used by the British Army up to 1979, when they left the island. It was then handed over to ENEMALTA, which closed it down in 1992. According to Professor Ghirlando, this plant's diesel engines are unique, as there are only 12 of this kind left in the world and six of them are in Kordin.

The work specifications included:

  • Re-packing of asbestos-containing materials which are temporarily stored in the plant
  • Asbestos-presence search analysis on different materials
  • Asbestos removal, including from roofing
  • Cleaning and aspiration of flooring and all parts of the plant, including trenches.
  • Loading of packed asbestos-containing material in specific containers to be landfilled abroad

Quantity of asbestos removed: approx. 300 m3.
