Remediation of polluted soils. Waste management plan, former-Romagnina area in Milan.
The area subject to remediation is included in the U3 intervention unit of the Integrated Intervention Plan for the Garibaldi Repubblica area and falls within the urban development programme of the new Lombardy Region's Administration. This area was intended to be transformed into a public park; the surface to be excavated and sent to an external plant was approx. 1,001 m2. The interventions carried out are the following:
- Validation of soils from each cell to determine their EWC and a suitable disposal site;
- Filling ground excavation;
- Loading and removal of excavated materials, according to their contamination and validations;
- Tests of excavation walls and bottom;
- Backfilling with certified material.
These interventions were carried out in an urban area, where spaces available for operational and worksite needs were limited. Our company had to cope with the following limits:
- partial space and time availability of the working areas;
- car traffic in the areas just outside the worksite, where the operations had to be carried out;
- need to guarantee pedestrian and car passages for inhabitants and shop workers;
- recovery of the areas used.
All precautions needed were taken to minimise the production and the emission of pollutants, such as noise, powders, vibrations, etc., in compliance with environmental regulations and local regulations.
- Extra operations, which had not been foreseen, were needed:
- Tank draining and cleaning
- EWC 160708 sludge disposal, transport included
- EWC 160708 gas oil and washing effluent disposal
- LSC soils disposal, including transport and incineration EWC 160708*
- Plinth demolition
- Ferrous material recovery
- Assistance for war material removal

Description of the job
The reclamation of the former Valtanaro dyeworks which currently hosts the new Miroglio logistic centre, required asbestos-removal work on machinery, pipes and roofing. Tecnologie Industriali & Ambientali carried out the asbestos and mineral fibre removal operations, but also mechanical demolitions and re-roofing on a surface of approx. 17,000 m2.
Interventions were carried out on:- some dying machineries containing friable asbestos mainly in their gaskets. A static-dynamic confinement was required
- pipes of approx. 11,000 ml coated with mineral wool
- cement-asbestos roofing 17.000 mq.
- machineries, tanks, silos, brackets and pipes
The intervention also included the selective sorting of waste materials (mineral wool, steel, aluminium, electrical cables, etc.), iron recovery and disposal of materials in authorised landfills. The roofing reclamation was carried out on a surface of 17,000 m2. The reconstruction included:
- steam barrier recovery
- installation of new insulating systems
- installation of new roofing
- eaves waterproofing
- installation of new pitches
Critical points
In order to respect the timing set for the reclamation of the whole complex, demolition, remediation and reconstruction works were carried out in only 6 months. This required a huge organisation and coordination work.

Description of the job
The area to be treated was the landfill in the Municipality of Siena. This contaminated area contained two main types of waste:
- the first contained shredded waste of different types (wet waste, plastic and urban waste)
- the second was made of dioxin-containing ashes.
Two different codes were used to classify these types of waste
- EWC 191302, which identifies solid waste from remediated areas.
- EWC 170504, which identifies non-dangerous soils, whose dioxin content is below the risk level
The shredded material and the dioxin-containing soil were in different areas.
Critical points
- Time available was limited and this required careful organisation to removal and dispose of the soils so as to create a continuous flow from removal to disposal. This continuous flow made it possible to optimise the efficiency of machines and eliminate waiting times. The excavation pace produced 600/800 tons of soil per day on average, corresponding to approx. 25 trucks per day. This method made it possible to remove and dispose of all of the material in five months.
Difficulties faced
- Due to the scope of the job a workers dormitory, changing rooms and shower rooms were set up at the work site,. An office and a workshop were also built for the extraordinary maintenance of vehicles.
A truck wheel washing installation was set up to prevent pollutants from being taken out from the worksite as much as possible . Runoff water was also treated.
Worksite setting up
- Within the excavation area there were several underground utilities, such as gas network and sewage network, whose position was not always clearly defined and this required great attention to prevent damages. This situation caused a slowdown of excavation phases and required the continuous excavation-disposal flow to be adapted in order to avoid waiting times
Technical data
- Excavation volume: 43,000 m3
- 1 work site manager
- two 1 m3 bucket bulldozers
- one 140 hp tracked excavator
- six 300,000 kg trucks
- Amount of the contract: 1,112,000 €
