Asbestos decontamination in the Africa Development Bank's Central Administrative Department was allocated to a group of companies TIA belongs to. These operations were carried out in the historical headquarters in Abidjan, Ivory Coast, which is now again operational as the main office of the African Bank. In September 2003, all of the bank’s activities were temporarily moved to Tunis.
ADB is a multinational development bank founded in 1964 to promote the economic and social development of Africa. It involves 53 African countries and is supported by 24 European, American and Asian countries.
This building was completely renovated, retaining its original structure of two, 18-storey towers, for a total surface of 50,000 m2.
Main operations carried out by TIA
The main operations carried out by TIA are:
- Cleaning and demolition works prior to decontamination
- Flock asbestos removal
- Asbestos removal from expansion joints
- Flooring linoleum and glues removal
- Pyrolion cables removal
- Putty and gasket removal from internal and external windows
The resulting waste has been disposed of:
- Waste shipping (Basel Agreements)
- Vitrification treatment at INERTAM
- Recovery treatment, recycling or landfilling, according to an initial sorting
Technical data
Approx. 60 people were involved in this operations:
- 10 French workers
- 10 Italian workers
- 40 local workers, trained on the spot
Waste disposed of (approx.)
- Cement base and tiles: 14,013 tons
- Wood base: 237 tons
- Metal base: 1,012 tons
- PVC base: 35 tons
- Mineral, plaster base: 510 tons
- Aluminium base: 250 tons
- Copper base: 70 tons
EDF chose TIA to remove the asbestos from 204 buildings of the former NATO base in the French territory.
There were various asbestos-containing materials, in particular:
- Flock asbestos residues - 6,000 m2
- Tiles and glue - 12,000 m2
- Cement-asbestos roofing and walls - 10,000 m2
- Cement-asbestos ducts and coatings - 10,000 m2
- Friable asbestos expansion joints
- Friable asbestos twists
These buildings were demolished in order to clear an area that is now part of one of the largest photovoltaic parks in the world: 143 megawatts of power to supply a town of 62,000 inhabitants.
It is worth noting that the reclamation of this area includes also a tourist aspect, thanks to the "Energy house" project and a military aircraft museum to keep alive the memory of the original use of this area.
The French State, which owns this area, will receive a rent from EDF Energies Nouvelles for 22 years. At the end of this period of time, if the agreement will not be renewed, the company will dismantle the installation and recycle the photovoltaic modules.

Remediation of a decommissioned power plant of the main Maltese energy company, Enemalta.
TIA had already been entrusted with the asbestos removal operations from the power generation system and other areas of the Kordin power plant. The customer's final aim was to turn the plant and its installations into a museum; for this reason, all operations were carefully carried out to avoid damages.
Kordin underground power plant is described as "one of the most interesting industrial archaeology sites of the island of Malta" by the Dean of the Faculty of Engineering of Malta, Professor Robert Ghirlando. The power plant is composed of a tunnel network containing the power generation system and its switchboards. It was built before the Second World War and used by the British Army up to 1979, when they left the island. It was then handed over to ENEMALTA, which closed it down in 1992. According to Professor Ghirlando, this plant's diesel engines are unique, as there are only 12 of this kind left in the world and six of them are in Kordin.
The work specifications included:
- Re-packing of asbestos-containing materials which are temporarily stored in the plant
- Asbestos-presence search analysis on different materials
- Asbestos removal, including from roofing
- Cleaning and aspiration of flooring and all parts of the plant, including trenches.
- Loading of packed asbestos-containing material in specific containers to be landfilled abroad
Quantity of asbestos removed: approx. 300 m3.

Asbestos decontamination of the EDF tower in Paris
During the reclamation works in some central areas of Paris, Tecnologie Industriali & Ambientali carried out the asbestos decontamination of the former EDF headquarters, currently called Tour Mozart, one of the most modern skyscrapers in the city. The intervention was particularly difficult and was carried out on a wide area:
- EDF tower - 22 floors + 3 underground floors, for a total of 32,900 m2
- site tower - 6 floors + 3 underground floors, for a total of 9,000 m2
Various materials contained asbestos within the building: structural elements coating, ceilings and pipes, in a compact form on the façade, linoleum and tar floorings and gaskets.
